Leigh Lasley


Leigh has supervised noise mitigation programs including land acquisition/relocation, avigation easement, sales assistance, purchase assurance, and sound insulation projects around the country for the past 27 years. She has written policy and procedure manuals for noise mitigation programs and overseen their implementation. She has negotiated contracts with sponsoring agencies. In addition, Leigh has been instrumental in the development and implementation of FAA approved avigation easement evaluations including nominal value studies.

As an attorney, Leigh has substantial experience in the application of federal and state regulations pertaining to land use, zoning, and real property law. She has worked closely with the Federal Aviation Administration (FAA) to provide clarification on these topics.

Prior to joining the firm, Leigh practiced law specializing in real estate and banking, and acted as general counsel to corporate developers and litigated commercial law.

Vice President

Steve is a nationally recognized specialist in the sectors of easement acquisition, land acquisition and relocation. During the course of his career, Steve has spoken on various topics related to relocation assistance at national conferences and has published numerous articles in industry publications. Before joining The LTL-Schock Group in 2001, Steve served as the Director of the Massachusetts Bureau of Relocation, where he was directly responsible for all matters pertaining to the regulation of the Massachusetts Relocation Assistance Program. He is responsible for the firm’s programs in the Northeast Region.

Ted is nationally recognized for his expertise in real estate acquisition and relocation assistance, providing consulting services for various governmental agencies such as State Departments of Transportation, the National Park Service, the Federal Highway Administration, and the South Florida Water Management District as well as airport clients in Florida, Nevada, and North Dakota. Ted is a certified IRWA and NHI instructor and a Licensed Florida Real Estate Broker having taught numerous land acquisition and relocation courses throughout the country. Today, Ted serves as the Program Manager for Fort Lauderdale – Hollywood International Airport’s Sales Assistance and Conveyance and Release Program.

Throughout her 21- year career, Krista has developed a thorough understanding of PART 150, PART 77, the Uniform Act and other regulatory guidelines. Krista has been instrumental in ensuring compliance for many of our land acquisition and relocation programs, including clients in California, Arizona, Minnesota, Louisiana, Alabama, Rhode Island and Hawaii.

Eva Maples

Senior Consultant

Since joining the firm in 2003, Eva has provided consultant and management services for various land acquisition, relocation, sales assistance, easement acquisition and sound reduction programs in Virginia, Tennessee, Louisiana, Florida and Maryland. Eva is well versed in the application of Federal Regulations including the Uniform Act, PART 150 and PART 77. Eva’s experience includes the implementation of right of way and transit projects, disaster recovery programs, and multi-phase airport programs. She has been instrumental with the development of policies and procedures and marketing for several of our firm’s projects.
