T.F. Green International Airport – Rhode Island
Program management for Land Acquisition and Relocation Assistance
Beginning in 2012, the LTL-Schock Group undertook the task of acquiring 172 properties under a Voluntary Land Acquisition Program for both noise mitigation and safety purposes due to T.F. Green Airport’s approved runway-extension project. With the help of LTL-Schock, RIAC was able to secure and utilize nearly $35M in FAA grants to be used for their land acquisition programs. Additional services provided to RIAC included easement acquisitions for obstruction removal, updating RIAC’s Noise Land Re-Use Plan and demolition services related to the removal of airport owned commercial buildings. While these acquisitions were voluntary in nature, under the professional services provided, LTL-Schock has seen overwhelming participation in the program.
Fort Lauderdale- Hollywood International Airport – Florida
Program management for Broward County Aviation Department Voluntary Sales Assistance and Conveyance and Release Program
This program started in October 2015, with approximately 857 homes potentially eligible for noise mitigation due to new runway construction. The schedule is fast paced, designed to close numerous avigation easement type instruments per month. The Program requires a detailed title clearing process. Our team has worked with BCAD to streamline this process and increase the number of closings, accelerating the Program to meet BCAD’s planning goals. LTL Schock is also responsible for developing policy, procedures and collateral materials.
Honolulu Authority for Rapid Transportation (HART) – Hawaii
Quality Assurance and Quality Control compliance for Transit
The LTL-Schock Group serves as sub-consultant to Colliers International as the quality assurance and quality control coordinator responsible for compliance review of relocations necessary as part of the Honolulu High-Capacity Transit Corridor Project (Project) under the direction of the Honolulu Authority for Rapid Transportation (HART). The LTL-Schock Group provides regulatory and policy guidance for the project per the Uniform Act and the Federal Transit Administration’s Circular 5010.1D. LTL-Schock provides compliance review to the relocation agents regarding claim form packages on residential and business relocations.
Gulfport-Biloxi International Airport – Mississippi
Program Management for Sound Insulation, Land Acquisition, Relocation Assistance, and Avigation Easement | GIS
LTL-Schock provides Program implementation and management of the Gulfport Biloxi Regional Airport Authority (GBRAA) Noise Compatibility Program (NCP). The current approved NCP consists of 407 parcels eligible for sound insulation, 342 parcels eligible for avigation easement and 22 parcels eligible for acquisition and relocation of property owners or tenants. The LTL-Schock Group assists the Airport Authority in the overall planning for the NCP and coordinates with the FAA, along with updating the land use inventory through a GIS system database.
Rapides Parish – Louisiana
Disaster recovery - Land Acquisition Services for the Red River Levee Recertification Project under the CDBG IKE-Gustav Disaster Recovery Program
This project entails the acquisition of land for borrow pits, permanent easements for seepage berms, temporary servitudes for haul roads and servitudes for relief walls along the Red River near the Rapides/ Avoyelles Parish line. We provide planning and scope development, appraisal review, relocation assessment and expropriation coordination. We also conduct negotiations with impacted parties. This project involves coordination among our team, area government, engineering firms and property owners to plan for construction with minimal impact on area cattle farmers and landowners.
